The Personnel Department administers a centralized merit system for the entire County in accordance with established laws, rules, regulations, policies and procedures. It provides personnel administration and support for all County departments.   The department is headed by Personnel Director Kenneth Hermon, who also serves as the Executive Agent for the Personnel Board. Oversight and policy direction are provided by a seven-member Personnel Board appointed by the County Commissioners. Managerial direction is provided by County Manager Dick Anderson.  

Activities in the Personnel Department include centralized recruitment, examination and certification for all departments. The department also conducts a wide variety of personnel transactions, such as wage and salary administration, appointments, promotions, transfers, separations, leaves of absence and many other functions involving personnel administration and management.

The department prepares, maintains and secures a wide variety of personnel records, rosters, tests and action documents pertaining to all County employees. It also recommends appropriate classes and salary ranges for new or reclassified positions and prepares, publishes, administers and maintains a County-wide Pay Schedule and Compensation Plan.

E-Verify is an electronic employment eligibility program administered by DHS and the Social Security Administration (SSA).

Fulton County Government participates in the Federal E-Verify Program which is an internet based system that allows businesses to determine the eligibility of their employees to work in the United States. Fulton County is required to post its Federal ID Number and the date of registration with E-Verify on its website.

Georgia Security and Immigration Compliance Act:

Senate Bill 529, the “Georgia Security and Immigration Compliance Act” of 2006, established a new work eligibility verification requirements for Fulton County and its contractors and subcontractors, effective July 1, 2007.  The Act further prohibited the provision of certain services or benefits to any adult without a verification of their immigration status.   Additionally, GSCIA required the County to make a reasonable effort to verify the immigration status of any foreign national charged with and jailed for a felony or DUI.



House Bill 2 requires counties to register and participate in the federal work authorization program for all new employees and requires that in order for all bids for services to be considered, that the bid shall include a signed, notarized affidavit from contractor and any subcontractors. It also requires counties to report via the Systematic Aliens Verification of Entitlement (SAVE) program for non-US citizens who apply for a public benefit defined under the law.

Public Benefit Reporting System

The law further requires the Fulton County to identify and provide a list of benefits provided via the Public Benefit Reporting System (PBRS) of the Georgia Department of Community Affairs.

PBRS Registration Date:  September 1, 2010. In compliance with Georgia Law, the Fulton County Board of Commissioners on December 2, 2009, established Policies and Procedures for the implementation of the requirements of the Act. County Policy 100-28
